2011 Summary of HVAC Air System Technician Licensing

New Definitions

HVAC Air System – A mechanical system that uses electricity and/or fuel and circulated air to provide temperature control.

HVAC Air System trade – means the installation, construction, alteration, change, repair, removal, or maintenance of an HVAC Air System in a facility, a building, or an appendage or appurtenance to a facility or building.  HVAC Air Systems does not include systems listed for domestic use such as refrigerators, window air conditioners, ranges and dryers.  Systems not regulated by the IMC & IFGC are also excluded.

Residential HVAC Air System Technician Journeyman

Residential Master HVAC Air System Technician

Ratio of Apprentices –1 to 3 on residential buildings

 

Scope of legislation to cover residential buildings (as defined in IECC 2006)

 

Exemption from licensure as per Utah Code 58-55-305, and other systems as determined by Division rule (same as for plumbers and electricians)

 

Creates combined Plumbing and HVAC Air System Technician Licensing Board

Expand the Plumbing Licensing Board for two years by adding:

2 HVAC Air System Technicians, 1 Union, 1 Non Union

for the purpose of rulemaking and setting up the HVAC Air System Technicians Licensing Board

 

Expanded board sunsets after two years

 

Two year sunrise of HVAC Air System Technician Licensing Board consisting of:

2 Licensed HVAC Air System Technicians, Master or Journeyman, 1 Union, 1 Non Union

2 Licensed Mechanical Contractors, 1 Union, 1 Non Union

1 Member of the General Public

 

License Qualifications

Residential Master Air System Technician

2 years practical experience as a Residential HVAC Air System Technician Journeyman; or equivalent, as determined by the board.

Residential Air System Technician Journeyman

2 years of training in an approved program; or 4 years of practical experience under supervision of a Master or Journeyman; or equivalent, as determined by the board.

Immediate Supervision 1 to 3 on residential buildings.

Immediate supervision means reasonable direction, oversight, inspection, and evaluation of the work of a person, in or out of the immediate presence of the supervising person, so as to ensure that the end result complies with applicable standards.

 

No $3000 exemption for HVAC work and requires work to be performed by a Journeyman but eliminates the HVAC Contractor license requirement. This is equivalent with plumbers and electricians.

The Rocky Mountain Gas Association is promoting the need for all HVAC contractors in the State of Utah to be licensed rather than simply certified. Currently 33 states require the licensing of HVAC contractors.
